HappyIcon lets you create icons from photos, cartoons, videos, images, scanned documents or just created by you from scratch. The user can specify the icon size from 16x16 pixels to the size they want, and also specify the number of colours desired. It also lets you apply transparency effects, filters, special effects, etc.
